Description: Special Focus Areas (SFA) 2045, included in the HenricoNext 2045 Comprehensive Plan adopted 7/28/26, identifies redevelopment areas/corridors, existing and proposed form-based alternative (FBA-O) overlay areas, and small area plans to provide relevant guidance for land use decisions; these areas incorporate past legacy plans, Planning, and Economic Focus Areas from the Vision 2026 Plan. Three classifications of Special Focus Areas exist, Redevelopment Areas/Corridors (RA/C), Form-Based Alternative (FBA-O) Overlays, and Small Area/Legacy Plans.Redevelopment Areas/Corridors (RA/C) - These areas are primarily nonresidential corridors located throughout the county that are showing signs of disinvestment by the private sector. They are targeted for revitalization and reinvestment opportunities and could benefit from a strategic approach to redevelopment.Form-Based Alternative Overlays (FBA-O) - These are areas where planning and design initiatives provide alternatives to base zoning regulations for property owners and encourage mixed-use, pedestrian-oriented development. The county implemented Form-Based Alternative Overlay Districts (FBA-Os) as part of its Zoning Ordinance, effective September 1, 2021.Small Area/Legacy Plans - These are policy plans that focus on a subarea of the county and provide a vision and guidance for future development and investment. In some places, such as the Williamsburg Road corridor, there may be both an FBA-O and a small area plan that should be considered when evaluating development proposals.Redevelopment Areas/Corridors (RA/C)Brook Road North Redevelopment CorridorBrook Road South Redevelopment CorridorEmerywood Parkway Redevelopment AreaGayton Crossing Redevelopment AreaHighland Springs Redevelopment AreaLakeside Avenue Redevelopment CorridorMechanicsville Turnpike Redevelopment CorridorPatterson Avenue Redevelopment CorridorStaples Mill Redevelopment CorridorWest Broad Redevelopment CorridorWilliamsburg Road Redevelopment CorridorForm-Based Alternative Overlays (FBA-O)Best Products Reimagined FBA-OBrook Road North FBA-OBrookfield Area FBA-OParham/Broad Area FBA-OShort Pump Town Center FBA-OVirginia Center Commons FBA-OWilliamsburg Road FBA-OSmall Area/Legacy PlansInnsbrook AreaNine Mile Road CorridorRoute 5 CorridorSandston AreaWestwood Redevelopment Area
